Yes. VIET is technically compatible with everything, even total conversion overhauls as I do not edit any vanilla code. If you're using a conversion mod, make sure to check the Universe game rule - these options disable some events that don't make sense for certain settings (for instance, an event referring to China wouldn't make sense in the Elder Kings mod, while a event that talks about Charlemagne wouldn't make sense for the Bronze Age mod).
Yes! You can safely add VIET to any ongoing games. Just remember you have a backup of your save file just in case.
VIET is partially or fully translated into every language available in the base game. Chinese and Spanish are integrated by default, while other languages have their own submods (links are in the main Steam page).
Since the translators work in their free time, some translations might be out of date, especially if I just released a new version of VIET. If possible I try to leave the default English text as placeholders for any untranslated events.

Those events were a couple of events added in the CK2 version of the mod. Contrary to some claims, they were only a fraction of the hundreds of events in the mod but gained a lot of notoriety, so I removed them in later CK2 versions and they are not in the CK3 version of VIET. VIET does have some events with a particular sense of humor, and events that are references, but 1) they still make sense in the setting, and 2) a lot of them can be disabled via a game rule if they're not to your taste.
First, make sure the mod has downloaded properly. If you can't see new VIET game rules, then that means VIET might not be running. If using the Steam version, try subscribing and resubscribing multiple times if possible.
If you are sure that VIET is running, and you can see the VIET game rules, it's possible you just have really bad RNG. I've had times where I didn't get a new event for decades, and other times when I get multiple in a year. There's also a game rule to increase (or decrease) the chances events trigger, but these are still subject to RNG. That said, I am always looking to improve the frequency of events, and make them less common or more common as needed.
To elaborate, like vanilla’s events, VIET’s events are triggered randomly via on_actions. If you’re not familiar with PI code terminology, an analogy is like if you randomly pulled different slips of paper out of a hat. Most of those papers are blank, but some have writing on them. It’s the same with events - each time the game “pulls” out of the event “hat”, sometimes “nothing” gets pulled out; other times, you get an event.
